The Ministry of Manpower (MOM), the National Trades Union Congress (NTUC), and the Singapore National Employers Federation (SNEF) have come together to develop a set of guidelines for employers to manage excess manpower and retrenchments appropriately.

The guidelines cover various areas, including:

  • the selection of employees for retrenchment
  • notice periods
  • retrenchment benefits
  • communication to unions, stakeholders, and employees
  • measures to delay / avoid retrenchments
